Jamie Ellis' utility-and-OSSF handoff

Send the source trail before a utility or OSSF question tightens the development file.

For builders, developers, agents and lenders: organize the current County source, property reference, available documents and one title or escrow process question without treating a public source as a service, permit or title conclusion.

Audience and job

Built for the builder or developer preparing a clearer source packet.

Utility-provider and on-site sewage clues can touch a plat, provider letter, groundwater certification, suitability review, permit record, lender condition and title question. The useful first move is to keep the exact public source and property reference together, then name the reviewer who needs the question.

The useful handoff

Send what the public source says, the document you have and what remains to be reviewed. County materials can orient a packet; they do not decide service, permitting, engineering, title, underwriting, recordation or closing timing.

Current source check

Use the County's live source. Do not turn it into a property conclusion.

These sources were checked October 24, 2026. They help a sender preserve a clearer source trail, while property-specific public-agency, engineering, lender, title and legal outcomes remain for the appropriate reviewer.

Collin County Land Division Development, checked October 24, 2026

Keep provider letters and the plat source together.

The County lists signed, dated water, wastewater and electric provider letters among applicable plat-package materials, and identifies groundwater certification and OSSF suitability review as possible source documents. Preserve the exact provider response and property reference; do not turn it into a service, approval or development conclusion.

Collin County On Site Sewage Facilities, checked October 24, 2026

Route the OSSF question to the responsible public source.

The County explains that permitting authority can depend on location and directs visitors to its OSSF materials and portal. Its page is useful source context for a handoff; it does not determine a specific property's permit path, lot suitability, system design, maintenance obligation or closing outcome.

Collin County Development Services FAQ, checked October 24, 2026

Preserve the jurisdiction and document clue without deciding it.

The County's FAQ distinguishes County and city context and points to the relevant public agencies and materials. Send the location, source link, document date and precise question so the correct public office, engineer, lender, underwriter or attorney can evaluate the next step.

What to send

Make the provider or OSSF clue easier to route.

A strong note is short, sourced and tied to the property. It does not need to resolve utility, wastewater, groundwater, OSSF, engineering, title or lender questions before it reaches the right person.

  1. Property address, county, tract or parcel clue, city or ETJ context if known, and the date each public source was checked
  2. Available plat, deed, survey, legal description, provider letter, groundwater certification, OSSF suitability-review clue, permit or County correspondence reference
  3. The exact utility or OSSF source URL and the public fact that prompted the question, without portal credentials or private engineering materials
  4. Known lender condition, title-commitment item, transaction timing and the reviewer already asked to assess the question, if any
  5. One process question: what source, document or reviewer should help organize the next step?
What to avoid

Keep conclusions out of the first handoff.

  • Do not state that utility service, wastewater capacity, groundwater, OSSF design or lot suitability is available, approved or sufficient.
  • Do not decide permitting authority, jurisdiction, ETJ status, engineering sufficiency, provider obligation, system compliance, access, easement scope or recordability from a public source.
  • Do not promise an agency response, permit result, underwriting result, funding result, recordation or closing date.
  • Do not offer a rebate, discount, gift, commission or other benefit for directing a file to WG Title.

Send the property and the first utility or OSSF question.

This uses the existing closing-readiness form. The page URL, referrer, UTM fields and click IDs stay with the lead record, so the title team can see that the question came from this Collin County utility-and-OSSF source guide.

Do not paste wire instructions, account numbers, Social Security numbers, identity-document numbers, private engineering reports, utility account numbers or portal credentials into this form.

A source, five facts and one clear first question. We will tell you what to gather next.
