Collin County describes Final Plats, Replats, Minor Plats and Amending Plats, and lists packet items including the surveyor-created plat PDF, drainage plan, possible flood study, possible TIA, OSSF review, tax certificate, utility letters, deed and TxDOT driveway permit if needed.

The county says administratively complete plat packages will be considered by Commissioners Court within 30 days. That timing belongs in the handoff as public process context, not as a closing-date promise.

What to send

Give the closer a packet that sorts the title question from the county question.

The best plat-source handoff is not a conclusion. It tells the team what source exists, what public process or file condition raised the issue and who needs the next answer.

  1. Property address, county, parcel or subdivision name, contract or lender context, target timing and whether the file is purchase, sale, refinance, acreage, builder, development or commercial work
  2. Plat source lane: final plat, replat, minor plat, amending plat, recorded plat, pending plat package, surveyor PDF, recorded document number or clerk copy request
  3. Development packet lane: drainage plan, flood-study approval letter, traffic-impact analysis approval, OSSF review, current tax certificate, utility will-serve letters, ownership deed and TxDOT driveway permit clue if one exists
  4. Title packet lane: current contract, legal-description clue, title commitment or GF number, Schedule B or C item number, lender condition or attorney note
  5. One process question: what does the title team, escrow team, lender, surveyor, engineer, county, underwriter or attorney need to route next?
What to avoid

Keep conclusions and private file documents out of the first public note.

  • Do not use the public form to decide plat approval, notice sufficiency, recording acceptance, ownership, boundaries, acreage, access, easements, floodplain status, drainage, utilities, driveway rights, title status or legal effect.
  • Do not assume a posted plat, online instrument, surveyor PDF, tax certificate, approval letter, deed or lender condition satisfies a title, county, lender, survey or underwriting requirement.
  • Do not paste wire instructions, account numbers, taxpayer credentials, Social Security numbers, identity-document numbers, confidential contracts, full commitments, plats, surveys or client documents.
  • Do not offer or request a rebate, discount, commission, gift or any other benefit for sending the question or future closing.
