Jamie Ellis' road and right-of-way handoff

Send road, ROW and maintenance clues before they become closing friction.

For builders, developers, lenders, agents and attorneys: collect the Collin County roadway, right-of-way, maintenance, frontage, survey or commitment source and one process question without asking the public form to decide access, road acceptance, title or legal effect.

Audience and job

Built for acreage, development and corridor-adjacent files.

A builder, developer, lender, commercial agent or attorney may see a road project, right-of-way note, frontage question, private road clue, maintenance issue or title-commitment item before the file is ready for a decision. This handoff keeps the first packet practical: source, road lane, timing pressure and one next question.

The useful source packet

Send the county or project source that raised the issue and label what kind of question it created. WG Title can route the title and escrow process question; access rights, road acceptance, maintenance duties, engineering, underwriting and legal conclusions stay with the right reviewer.

Current source check

Road and right-of-way sources help when they stay source-only.

These public sources were checked on August 31, 2026. They help a transaction professional organize a better first packet, but they do not decide access rights, road acceptance, maintenance responsibility, dedication sufficiency, easement scope, permit sufficiency, boundaries, title status, underwriting, legal effect or closing timing.

Right-of-way is a source clue, not a title conclusion.

The county engineering page defines right-of-way as the distance between property lines measured at right angles to the roadway or alley centerline. Send the source; do not turn it into an access or boundary opinion.

Right-of-way work and easement work need the permit lane.

The policy says no work may occur in county right-of-way or easement without first obtaining a county permit. That fact helps route the question without deciding permit sufficiency, access rights or easement scope.

What to send

Give the closer a packet that separates road sources from conclusions.

The best road and right-of-way handoff is not an access opinion, title opinion or maintenance decision. It tells the team what public source exists, what file condition raised the issue and who needs the next answer.

  1. Property address, county, city or ETJ clue, parcel or Property ID, subdivision name, addition name, nearby county road and target timing
  2. Roadway-project lane: project name, limits, status, public map link, public meeting or agenda clue and whether the question is about timing, location or source routing
  3. Right-of-way lane: recorded instrument, dedication note, easement clue, frontage clue, survey reference, plat label, road-width note or policy source
  4. Maintenance lane: public road, private road, city road, county road, approved County Road clue, interlocal-agreement clue or unknown maintenance status
  5. Title packet lane: commitment or GF number, Schedule B or C item number, survey, deed, plat, lender condition, attorney note and one process question
What to avoid

Keep access, maintenance, underwriting and legal conclusions out of the first note.

  • Do not use the public form to decide access rights, boundary location, road acceptance, dedication sufficiency, maintenance responsibility, easement scope, permit sufficiency, title status or legal effect.
  • Do not assume a roadway project page, county road policy, right-of-way note, survey, plat, deed, agenda item, map or title-commitment item satisfies a title, lender, county, city or underwriting requirement.
  • Do not paste wire instructions, account numbers, taxpayer credentials, Social Security numbers, identity-document numbers, confidential contracts, complete commitments, surveys, plats or client documents.
  • Do not offer or request a rebate, discount, commission, gift or any other benefit for sending the question or future closing.
